I don’t understand how someone who is in a position of control over Marlborough doesn’t understand how Marlborough works?

What a waste of time. How can a councillor not know the basics and why couldn’t he ask someone first, like the police that have to enforce by laws?
Anyway, I find it ridiculous you can’t have a picnic on the foreshore with a bottle of wine in the wine capital, and why? Because of alcoholics.
