With Kaikōura fast-tracking its decision on which council or councils to merge with, Marlborough is fast-tracking a survey to hear from Marlburians on priority issues to assess.
Marlborough councillors approved, in an extraordinary meeting last Thursday morning, a two-part process for community engagement. The initial consultation went live that afternoon and runs through midday today (8 July) – coinciding with the date Kaikōura’s council set for a meeting to choose its preferred partnership.
Should Kaikōura express interest in aligning with Marlborough, a second survey will gauge Marlburians’ interest in an amalgamation of districts. Central Government’s Head Start legislation established a deadline of 9 August for councils to submit proposals.
Marlborough’s preliminary survey, drawing 160 responses over the first four days, comprises a single question: “What is important to you, as a Marlborough resident, for Council to consider in any merger process?”
Common concerns include financial risk, capacity to provide services, compatibility of economic interests and, foremost, the impact on Marlborough ratepayers of adding a smaller district at that distance.
Rapid response
From the initial overture, the process has proceeded at breakneck pace.
Kaikōura Mayor Craig Mackle formally requested merger talks in a letter dispatched on 24 June, the day before Marlborough’s council meeting – when councillors authorised Mayor Nadine Taylor, Deputy Mayor David Croad and Chief Executive John Boswell to hold “exploratory” conversations.
The next day, 26 June, Kaikōura announced its 8 July meeting – thereby capping the exploratory period. The districts’ officials met 30 June. Marlborough inserted an update and the proposed outreach into the 2 July agenda.
Summarising high-level takeaways from the talks in Blenheim, Marlborough’s mayor said Kaikōura has “a very organised council” and is “embracing the fact that there is a need for change.”
